
Eusebius Karuti Laibuta
Eusebius Karuti Laibuta is a highly experienced Human Resource Management and Corporate Governance professional with a proven track record of aligning human capital strategies with organizational objectives while ensuring compliance with established governance standards. He has strong expertise in the development and implementation of HR policies, employee relations, performance management systems, and organizational development initiatives.
He holds a Master of Arts degree in Sociology (Rural Sociology and Community Development), a Bachelor’s degree in Psychology, and a Diploma in International Studies from the University of Nairobi. He is also an alumnus of the prestigious National Defence College of Kenya, which trains and equips senior military and government officials with strategic knowledge of the broader dimensions of security, enabling them to think globally and act nationally. Mr. Laibuta joined the Civil Service in January 1979 and served in the Ministry of Home Affairs, the Judiciary, and the Office of the President before enlisting in the Administration Police Force in January 1981. Throughout his career, he undertook numerous professional training programmes both locally and internationally, notably in the United States of America and Italy. He also participated in study tours across Israel, Turkey, Ethiopia, Uganda, Tanzania, Rwanda, Burundi, Thailand, and Vietnam. He retired from the National Police Service in July 2017, having attained the rank of Assistant Inspector General and serving as Commandant of the Administration Police Senior Staff College at Emali (now the National Police Service Senior Staff College, Emali Campus). Mr. Laibuta is a Certified Professional Mediator and a member of the Professional Criminologists Association of Kenya (PCAK) as well as the International Police Association (IPA), Kenya Chapter.
